Kabupaten Bantul merupakan kabupaten yang berada di Propinsi Daerah Istimewa Yogyakarta dengan pusat ibu kota Kecamatan Bantul. Pembangunan di Kecamatan Bantul saat ini sudah maju dan berkembang pesat yang dibuktikan dengan banyaknya infrastruktur dan fasilitas-fasilitas pemerintah yang telah dibangun seperti insfrastruktur komplek perkantoran pemerintahan, RTH Taman Kota dan Jalur Hijau Jalan yang diperuntukkan bagi masyarakat Kecamatan Bantul.
Pemerintah Kabupaten Bantul menyadari betul pentingnya ruang terbuka hijau (RTH). Hal itu seiring meningkatnya pembangunan kota dan bertambahnya jumlah penduduk. Dengan adanya Ruang Terbuka Hijau (RTH) nantinya akan menambah keindahan kota dan meningkatkan kualitas lingkungan kota. Keberadaan RTH juga akan meningkatkan produksi oksigen dan menyerap karbondioksida, jadi habitat hewan liar serta menjaga tanah dan mengurangi resiko banjir. Mempertimbangkan fungsi RTH tersebut, Pemerintah Kabupaten Bantul akan terus melanjutkan pembangunan RTH hingga tahun depan.
Menurut UU No. 26 tahun 2007 tentang Penataan Ruang, setiap Kota harus menyediakan Ruang Terbuka Hijau sebesar 30% dari luas kota, terdiri dari 20 % RTH Publik dan 10 % RTH Privat. Saat ini RTH di Kabupaten Bantul belum mencapai ketentuan tersebut, untuk itu diperlukan kerjasama dengan berbagai pihak. Terkait hal ini, PT. JEC sebagai jasa konsultan yang dipercaya untuk ikut andil membangun RTH di Kabupaten Bantul telah membuat desain perencanaan untuk 3 lokasi berbeda yakni depan kantor PMI dan Gedung Pramuka, area bekas stasiun kereta Bantul dan lapangan sebelah utara kantor DPRD Bantul. Dengan desain baru dari PT.JEC diharapkan Taman Wisata Kota Bantul akan terlihat lebih baik dan menjadi tujuan wisata yang populer.
